League of Legends Official 10.16 Patch Notes: Yone Gets Released, Marksmen Get Buffed, and Other Balance Changes

League of Legends 10.16 patch will go live tomorrow on August 5 and it will bring many balance changes. Of course, the highlight of this patch is the new champion: Yone, the Unforgotten, who will join the champion roster this week.

Before we head into the new content and balance changes coming with patch 10.16, let’s take a look at what Riot Games has prepared for the coming weeks.

Patch 10.16 will last four weeks instead of two since the dev time is taking a break. Patch 10.17 will be skipped and the next patch will be patch 10.18. However, after two weeks from 10.16 launch, we may see a set of balance changes if needed. We will update you on our League of Legends page, do not worry!

Champion Balance Changes


Q – Five Point Strike

  • Base damage increased to 35/60/85/110/135 – from 30/55/80/105/130


E – Shuriken Flip

  • Damage type changed to magic – from physical


Q – Ranger’s Focus

  • Bonus attack speed lowered to 20/25/30/35/40% – from 20/30/40/50/60%


Base Stats

  • Base health lowered to 560 – from 575


W – Caretaker’s Shrine

  • Maximum base heal lowered to 55/95/135/175/215 – from 70/110/150/190/230


Q – Hate Spike

  • Removed: Hitting a monster no longer refunds the cooldown by 50%
  • Cooldown lowered to 4 seconds – from 8 seconds


Q – Lunge

  • Cooldown lowered to 13/11.25/9.5/7.75/6 seconds – from 16/14/12/10/8
  • Cooldown reduction for hitting an enemy lowered to 50% – from 60%


E – Devastating Charge

  • Bonus movement speed increased to 25% − 100% (over the first 3 seconds, with fourth second at maximum value) – from 25% − 75% (over the first 3 seconds, with fourth second at maximum value)


E – Counter Strike

  • Cooldown lowered to 14/12.5/11/9.5/8 seconds – from 16/14/12/10/8


Passive – Whisper

  • Final Shot damage to structures increased to 1.5 total attack damage (now the same damage as a normal critical strike) – from 1.2 total attack damage


Q – Inner Flame

  • Mana cost changed to 65 at all ranks – from 50/55/60/65/70
  • Cooldown increased to 9/8.5/8/7.5/7 seconds – from 7/6.5/6/5.5/5


Q – Lay Waste

  • AP ratio lowered to 30% AP – from 35% AP


Q – Taste Their Fear

  • Isolation bonus damage lowered to 110% – from 120%


Q – Piercing Light

  • Base damage increased to 95/130/165/200/235 – from 85/120/155/190/225

R – The Culling

  • Shots fired increased to 22/28/34 – from 20/25/30

Miss Fortune

Base Stats

  • Base attack damage increased to 52 – from 50


Q – Dark Binding

  • Cooldown lowered to 10 seconds – from 11


W – Titan’s Wrath

  • Base shield lowered to 45/55/65/75/85 – from 60/70/80/90/100


Q – Blooming Burst

  • Initial base damage increased to 80/125/170/215/260 – from 70/115/160/205/250
  • Bloom base damage increased to 40/60/80/100/120 – from 35/55/75/95/115


Passive – Umbra Blades

  • Cooldown increased to 14 seconds – from 10
  • Cooldown refund increased to “Basic attacks against enemy champions and monsters reduce Umbra Blades’ cooldown by 3 seconds” – from “[…] reduce Umbra Blades’ cooldown by 2 seconds”


R – The Quickness

  • Initial bonus movement speed increased to 75% – from 50%


W – Haymaker

  • Base damage lowered to 80/100/120/140/160 – from 80/105/130/155/180


E – Facebreaker

  • Base damage lowered to 50/70/90/110/130 – from 50/80/110/140/170


Q – Crystal Slash

  • Mana cost lowered to 10 – from 15
  • AD ratio increased to 20% AD – from 15% AD


Q – Dark Sphere

  • Base damage lowered to 70/105/140/175/210 – from 70/110/150/190/230


E – Explosive Charge

  • [New]: Damage is now increased by 1% per 3% critical strike chance (up to 33.3% increased damage)


Base Stats

  • Base magic resistance increased to 32 – from 30


Q – Thundering Smash

  • Bonus movement speed lowered to 10/14/18/22/26% – from 15/20/25/30/35%
  • Movement speed still doubles when moving towards visible enemy champions


Base Stats

  • Base magic resistance increased to 32 – from 30


R – Last Breath

  • Base damage increased to 200/350/500 – from 200/300/400


Passive – Short Fuse

  • AP ratio increased to 50% AP at all levels – from 30/40/50% (based on level) AP
  • Bonus damage against towers increased to 5x ability power – from 2x ability power



Nimbus Cloak

  • Bonus movement speed lowered to 10%/20%/30% (based on summoner spell CD – 0/100/250 seconds) – from 15%/25%/35% (based on summoner spell CD – 0/100/250 seconds)


Ionia Clash

Players will be able to start recruiting by checking out the Clash tab in client since Ionia Clash is beginning in patch 10.16.

Nexus Blitz Balance Changes

Jungle Monsters

Jungle Guardian

  • Base attack damage lowered to 80 – from 90
  • Attack damage growth increased to 6 – from 5
  • Jungle Guardian will stop growing in size and strength after 40 seconds in combat

Jungle monsters do less damage to low health players and their attack damage has been increased by 20%

Events Balance Changes


  • Champions in URF Deathmatch now get Grievous Wounds immediately when the burn starts



  • Minions no longer spawn during Bardle Royale; minions outside of the circle will be put in Statis
  • Attack/Defend will no longer end immediately upon getting to Sudden Death. Instead, the carts gain increased movement speed and cannot be blocked by defenders. Time until Sudden Death has also decreased to 75 seconds.
  • Dummy now spawns in a wider variety of positions



  • Magic resist increased to 100 (gains 25 additional armor and magic resist if they are the 3rd or 4th event)


Rewards Changes

Ocean Soul’s regen values have been reduced by 25%

Statikk shock minimum damage to minions lowered to 35% of target’s maximum health – from 50% of target’s maximum health

Map Changes

Champions who dash into the wall underneath the neutral frog cannons will now automatically be fired from the cannon. Other units that find their way into that space will be bumped out.

Wards placed around the top lane center bush will reveal a little more clearly.

Nexus Blitz 10.16 Buffs

AZIR, LEE SIN and RIVEN: buffed to -5% damage taken – from Normal

EZREAL: buffed to -3% damage taken – from Normal

KOG’MAW: buffed to -8% damage dealt & +5% damage taken – from -10% damage dealt & +5% damage taken

LEBLANC: buffed to +5% damage dealt & -5% damage taken – from -5% damage taken

TARIC: buffed to -5% damage dealt & +5% damage taken – from -5% damage dealt, +5% damage taken, & -5% Healing

THRESH: buffed to+5% damage dealt & -8% damage taken – from +5% damage dealt & -5% damage taken


Nexus Blitz 10.16 Nerfs

DARIUS: nerfed to -5% damage dealt & +3% damage taken – from -5% damage dealt

ILLAOI: nerfed to -5% damage dealt & +5% damage taken – from -5% damage dealt

JHIN, LEONA, URGOT and ZYRA: nerfed to -5% damage dealt – from Normal

NEEKO: nerfed to -3% damage taken – from -5% damage taken
